The 1,000 free service messages rule, and how to add a payment method
From 1 October 2026, Meta gives every WhatsApp Business phone number 1,000 free service messages a month before per-message billing starts — but delivery beyond that free tier only works once a payment method is on file at Meta. This guide explains the rule and walks through adding a payment method so your messages don't silently stop sending.
Updated
Since 1 July 2025, WhatsApp has billed messages per delivery rather than per conversation. From 1 October 2026, Meta adds a free tier specifically for Service messages: the first 1,000 service messages per business phone number, per calendar month, are free. Marketing, Utility and Authentication template messages are not part of this free tier — they are billed from the first message, per the message pricing guide.
Why a payment method still matters even inside the free tier
Meta has stated that businesses without a payment method on their WhatsApp Business Account will still receive service messages within the free tier, but delivery stops once that free allowance is used — Meta will not deliver further service messages until a payment method is added. In practice, a shop without a card on file can lose message delivery mid-month, right when conversation volume is highest.
How to add a payment method at Meta
- Open Meta Business Suite (business.facebook.com) and go to Business Settings.
- Under Accounts, select WhatsApp Accounts, then choose the WhatsApp Business Account connected to your number.
- Go to Billing (sometimes shown under Payment Methods for the WhatsApp Business Account).
- Add a credit or debit card, or another method Meta offers in your country.
- Confirm the billing details match your registered business, to avoid a verification mismatch.
If your account was connected through WaCRM’s Quick Setup, we can walk through this step with you on the setup call rather than leaving you to find the right menu in Meta Business Suite alone.
What to watch for
- Set a calendar reminder near the start of each month to sanity-check that messages are still delivering.
- If delivery suddenly stops mid-month, check the payment method first before assuming a technical fault.
- Pair this with the message pricing guide to estimate what a month over the free tier will cost in your market.

Frequently asked questions
What counts as a service message?
A free-form reply your staff (or AI assist, reviewed by staff) sends inside the 24-hour window after a customer messages you — not a template, and not a Marketing, Utility or Authentication message.
What happens if I go over 1,000 service messages with no payment method?
Meta delivers service messages within your free tier, but will not deliver further service messages once the free tier is used up until a payment method is added.
Does the free tier roll over to next month?
No — it is 1,000 free service messages per number per calendar month, and unused allowance does not carry over.
